Council District 9 encompasses the neighborhoods of Central Harlem, Morningside Heights, parts of the Upper West Side, and part of East Harlem. 14.9% or Harlem residents are 60 and over. Of these, 45% are living alone, 34.4% have difficulty with their mobility, and 20.6% don’t speak English as their primary language. In addition, 37.8% of those 65 and older are living in poverty according to the CEO.
